The cutoff date for each month's bag is the last day of the month at 11:59PM PDT, and bags ship between the 1st-10th of the following month.  As an example, if you purchase anytime between September 1-30, you are signing up for the October subscription bag which will ship between October 1-10. You will then be charged again on October 1, and that subscription will ship between November 1-10.

You can always cancel before the last day of the month.
